Macromedia Flash is the industry leading tool for creating rich, dynamic banner ads. Create a new Flash document and set the document size to the size of your banner ad. Open up the document properties window and select your background color and your frame rate. Some publishers have a maximum frame rate that is allowed, so in general, your frame rate should be between 12 and 18. From here, create your banner ad and when completed, export the movie. Set the Flash version as low as appropriate to increase the number of users who can see your banner ad. Adjust the compression rate to create a banner ad within the file size imitations the publisher has set.
